REACH Regulation Annex XVII Restricted Substances Added Item 74
Recently, the EU Official Gazette published (EU) 2020/1149, adding a new restriction clause on diisocyanates in Annex XVII of REACH Regulation 74, officially including diisocyanates in the REACH Regulation restricted list, and the reason for being added is respiratory sensitization.
The restriction clause mainly restricts the use or placement of diisocyanates as a substance, a component of another substance, or a mixture for industrial and professional use.
The main restriction requirements are as follows:
After February 24, 2022, it shall not be placed on the market in the form of a substance, a component of other substances, or a mixture for industrial and professional use, unless the concentration of diisocyanates used alone or in combination is less than 0.1% (by weight), and the supplier ensures that the recipients of the substance or mixture are provided with the relevant training required by the regulations, and places a statement on the packaging in a manner that is clearly distinguished from other label information: "From August 24, 2023, adequate training must be carried out before industrial or professional application."
After August 24, 2023, this substance shall not be used, as a component of other substances or in mixtures for industrial and professional purposes, unless the concentration of diisocyanates used alone or in combination is less than 0.1% (by weight), and the employer or self-employed person ensures that the industrial or professional user has successfully completed training on the safe use of diisocyanates before using the substance or mixture.
